I found it out. You cannot join as an VIP member anymore. however, you can sign up on any of the particular events on facebook and get express entry. or you can pay the entry at 8 pm, get urself stamped. and then get out there again later at the night.

the point is if u do that 8 o'clock thing, then u dont need to line up at 11 30.
